		<p>除了一些被廣告客戶認為效能不大的選項，Facebook亦將同步刪除許多有可能視作敏感的設定，例如與健康、種族或民族、政治意式、宗教或性取向、組織或公眾人物相關的因素，儘管Facebook 尚未公開具體囊括範圍，但他們已證實在 2022 年 1 月 19 日開始多達數千種投放定位選項將會退役。用戶將無法在於新廣告或現有廣告內的設定內繼續使用，系統會因應情況按以下兩種方式之一處理：對於正在使用排除法的廣告，Facebook將會全面暫停，並要求用戶在系統的建議下更新受眾設定以重啟廣告； 如你使用正向選項來指定受眾群體，已啟重的廣告將不受影響繼續投放，而過時的設定會被自動刪除。</p>

		<p>另一方面，FLoC作為Cookies的代替品而言明顯有缺憾。FLoC的系統對廣告的歸因轉化是十分模糊的。於未來的FLoC流程中，投放廣告的廣告主並沒有辦法知道自己的銷售是來自那一個渠道，讓廣告的精確度和Marketer的分析空間大大減少。</p>

<h2><strong>1. 獲得資歷級別是</strong><strong>成為CEF</strong><strong>課程既最低門檻</strong></h2>
<p>資歷級別是香港學術及職業評審局(HKCAAVQ)所設的七級資歷級別，為課程的學術丶職業水平釐定明確及客觀標準。所有新註冊課程，都必需先獲得資歷級別，方可以註冊成為CEF課程。大家可能仍會於市面上發現一些CEF課程未有資歷級別，該些課程往往於CEF成立早期已獲認可為CEF課程，例如AD-Linkage的「Professional Certificate in Practical Digital Marketing」正正是其中一個。2019年4月1日，CEF優化措施將每人的資助金額增至2萬的同時，亦宣佈所有舊有CEF課程須於2023年4月1日前通過評審獲得資歷級別。一向與時並進的AD-Linkage，當然已經迅速通過評審，於今年1月1日獲取資歷級別第四級。</p>
<h2><strong>2. 資歷認受性丶質素保證丶學費是進修人士一大考量</strong></h2>
<p>進修對大部份香港人而言，是一個重大的決定。香港工時長，對於打工仔而言，下班後仍要趕往學院進修丶犧牲寶貴的假日休憩時間溫習，可以說是相當大的投資。研究發現，影響青年人參與持續進修的意欲，很大程度取決於資歷認受性丶課程質素的保證。如果付出一筆龐大學費丶時間與精神，卻發現課程內容與期望有落差丶畢業證書不受僱主認可，將是進修者最大的損失。而如果課程得到HKCAVVQ認可頒授資歷級別，並且成為CEF課程，除了可以得到80% 的大額學費資助，更可得到質素保證及提高認受性，進修人士自然對院校及課程更有信心，更願意報讀。</p>
<h2><strong>3. 香港的持續進修將在未來迅速發展</strong></h2>
<p>根據立法會秘書處2017-2018年度的研究簡報，香港市民25至64歲市民在2013/2014年度的參與率只有25.4%。</p>

<p>在上表我們可以看見，<span lang="EN-US">2003</span>年持續進入基金推出後，進修人數隨激增；隨著2019年4月1日起，每人的CEF資助額由1萬增至2萬，相信香港廣大市民將更積極地進修活動；另一方面，我們從點算評審局的評審報告，可發現2019初次被評審的專業導向課程／進修課程比2018年增長大約三成；基於以上各個統計，我們預期持續進修將在本港迅速發展。2017年，立法會議員曾建議持續進修基金應提高至三萬並定期注資，這項建議會否有落實的一天？我們拭目以待。</p>
